Meet the Board

David Miyashiro

Dr. David Miyashiro is a visionary education leader with over 27 years of experience in Southern California, currently serving as Superintendent of the Cajon Valley Union School District (CVUSD), which enrolls more than 17,000 students from kindergarten through eighth grade. He assumed this role in 2013, where he has spearheaded transformative initiatives, including the nation's first Computer Science Magnet School, a pioneering digital teacher academy, and personalized learning programs that earned national recognition from the White House and U.S. Department of Education. Under his guidance, CVUSD has become a model for innovation, securing awards like the California School Boards Association’s Golden Bell and the National School Boards Association’s Magna Award for digital learning.

Miyashiro holds a Doctorate in Educational Leadership and Policy from the University of California and a Master’s in Education Technology and Curriculum from Grand Canyon University. His earlier career included principalships at Richman Elementary (Fullerton School District) and Laurel Elementary (East Whittier City School District), where he turned around underperforming schools, boosted academic performance, and enhanced parent engagement. As Assistant Superintendent in Encinitas Union School District (2009–2013), he launched one of the first 1:1 iPad programs, earning Apple Distinguished School status.

A prolific thought leader, Miyashiro serves as Co-Chair of the California State Board of Education’s K-12 Computer Science Initiative and is the Board President of the World of Work Foundation, a CVUSD-created nonprofit focused on career readiness, workforce skills, and sharing innovative education practices nationwide. His accolades include the 2016 Superintendent of the Year from the Association of California School Administrators and the 2023 Inclusive Leader Award for K-12 Education from GlobalMindED.

Glenn Hillegas

Glenn Hillegas is a seasoned educator and construction leader with over four decades of experience bridging workforce development and hands-on training. He began his career as a teacher in the San Diego Unified School District for 24 years, specializing in students with special needs and general building construction, where he fostered inclusive learning environments and practical skills-building. As Founding Principal of the Construction Tech Academy at Kearny High Educational Complex—a Bill & Melinda Gates Foundation Small High School Collaboration—he served for six years, pioneering innovative career pathways in construction for high school students.

Transitioning to industry leadership, Glenn has been Executive Vice President of the AGC Apprenticeship & Training Trust in San Diego, California, since 2008, guiding California's first and largest open-shop apprenticeship program dedicated to merit-shop training for construction trades professionals. With 35 years as a general contractor and 44 years as a U.S. Coast Guard Licensed Ocean Operator, he blends deep industry expertise with a commitment to innovative workforce development.

Under his oversight, the Trust has spearheaded impactful initiatives, including hands-on demonstrations for students and the inaugural Tiny Houses Build Day, advancing affordable housing solutions for veterans and underserved communities. In 2024, the program earned the East County Chamber of Commerce's “Top Education Service Provider Award”, underscoring Glenn’s dedication to preparing apprentices for thriving careers in
an evolving construction landscape.

Spiro Preovolos

Since joining PenChecks in 2002, Spiro has held several different positions, including Director of Operations, Director of Sales and Marketing, and most recently, Vice President of Strategic Development.

This combination of hands-on operational and marketing experience has built a solid foundation for Spiro’s new role as company President, where he will focus more on strategic growth while continuing to oversee the IT, product management and sales and marketing functions. His new responsibilities will also include cultivating strategic partnerships and initiating the development of new products and services to keep the company’s service offerings at the forefront of the rapidly changing retirement plan industry. Most important from a customer service standpoint, Spiro will continue to ensure that PenChecks maintains its current commitment to delivering customized solutions and fast, personalized service.

Spiro earned his Accredited Pension Representative (APR) designation from the National Institute of Pension Administrators (NIPA), and holds a B.A. in Philosophy from the University of Southern California.

A second-generation family member, Spiro began working in the family business at a fairly young age. He joined PenChecks in 2002, and since then has held positions in almost every aspect of the business, from client services to operations to sales management, gaining a diverse and invaluable perspective on the company’s internal operations as well as the needs of its clients.

A prolific writer and speaker, Tom is the author of Getting Smart, Smart Cities That Work for Everyone, Smart Parents, Better Together, The Power of Place, and Difference Making at the Heart of Learning. Previously, he served as the first Executive Director of Education for the Bill & Melinda Gates Foundation. Tom served as a public school superintendent in Washington State and has extensive private sector experience. He serves on the board of Digital Learning Institute, Latinx Education Collaborative, Indiana Microschool Collaborative, and One Stone.
